ONE YEAR ANNIVERSARY REPRINT
RECALLING JOHN MAYNARD KEYNES
After a series of financial tremors, stock prices on Wall Street plunged 11%. This
crash occurred on Black Thursday, October 24, 1929. The bear market lasted into
1932 dragging the United States and the world economies into a decade of
impoverishment.
The collapse on Wall Street after the period of ease and speculation known as the
Roaring Twenties induced a panic on Main Street Many people who did not invest
in stocks rushed to withdraw their savings deposits from banks in big cities to small
towns. They demanded the banks give them cash. This led to the many banks closing
their doors. Businesses defaulted on their loans and the desperate banks foreclosed.
One closure let to another. Businesses ran out of money and people lost their jobs.
Quickly the economy was in free fall.
The downward spiral seemed to have no end. The interest rate for borrowing
money fell to very low levels for the times and yet there was no interest or ability
to borrow. By 1932, U. S. industrial production was -46%, foreign trade fell 78% and
unemployment rose 600%.
The bankers and financiers during those dark days were at the end of their
wits, and for some, their lives. It seems there was nothing the captains of American
industry could do to save the country. Despair and hopelessness was the order of
the day.
But, the economist John Maynard Keynes saw more, and in 1936, explained in his
book General Theory of Employment, Interest, and Money:
"There is the possibility...that, after the rate of interest has fallen to a certain level,
liquidity-preference may become virtually absolute in the sense that almost everyone
prefers cash to holding a debt which yields so low a rate of interest. In this event the
monetary authority would have lost effective control over the rate of interest. But
whilst this limiting case might become practically important in future, I know of no
example of it hitherto."
This observation is now known in technical economics language as the "Liquidity
Trap." Today, this phenomenon is also called the exhaustion of "Monetary Policy."
Most of the time, once we have identified the problem and have given it a name, the
cure is close at hand. So it was with the liquidity trap.
So here is the Keynesian Solution in the context of the Great Depression: Since
the banks are unable to make loans for both lack of demand for borrowing and a
shocking shortage of money because of the preceding run on financial
institutions, the answer must come from the Federal Government through direct
spending. Unfortunately, perhaps due to a lag in understanding of economics in
those days, this solution was not implemented sooner.
This does not mean the unprincipled or desperate printing of money in the hope of
stimulating consumption, or simply helping the people buy bread, as this will inexorably
lead to spiraling inflation and rapid devaluation of the national currency. This

To be yet wiser, the national government must restart a stagnating economy by
organizing employment for people desperate for work and paying for their work.
This must be implemented gradually over months stretching into years. President
Franklin D. Roosevelt and the U. S. Congress began to institute an extensive series
of public work projects, as well as, financial reforms, and regulations to help bring
the nation out of the Great Depression.
Direct government spending to create jobs and make payroll in aid of an depleted
monetary policy (the liquidity trap or stagnation of the flow of currency) is also
known as "Fiscal Policy." The liquidity trap during the Great Depression has been
verified by many research studies after that terrible decade and federal fiscal policy
is credited in helping America emerge from the Great Depression up until 1941
when World War II came to these shores.
Over the years, Keynesian economics, having been criticized as socialism and
deficit spending, is somewhat faded. But I think Keynes was an English capitalist
who saw clearly the limits of capitalism and was sufficiently liberal to look for an
answer outside the bank vault. At the risk of giving John Maynard Keynes too
much credit, brilliant economist as he was, (he had detractors for his economics
and other reasons as well - he was bisexual and an advocate for women's right
and gender equality) the New Deal beginning in 1932 is a version of the Keynesian
understanding of currency/money liquidity and the economic solution to the
liquidity trap and unemployment.
The liquidity trap was observed once again in the Great Recession of 2008, caused
by an over-extended real estate mortgage market. Now in 2020, we are witnessing
a new liquidity trap. The Federal Reserve has dropped its interest rate to around 0%
but this move had minimum effect in restoring economic confidence on Wall Street,
insofar as it is measured by stock prices.
Accordingly, during March the U. S. Congress quickly passed two pieces of spending
legislation over $2 trillion. Perhaps, and luckily, the risk of inflation currently is
offset by record low oil prices. Even so, on March 31, President Donald Trump, to
his credit, is consulting with Congress for another $2 trillion in a direct infrastructure
spending package to help heal the economic malaise. Perhaps it is appropriate for
quote Chairman Deng Xiaoping who famously said: "No matter if it is a white cat or a
black cat; as long as it can catch mice, it is a good cat." Meoow.

A WIN IN THE U.S. SIXTH CIRCUIT COURT OF APPEALS. On August 18, 2014 in Nifadev v. Holder, (Case No. 13-3704/4222
6th Cir. 2014), the United States Court of Appeals for the Sixth Circuit held that Mikheil B. Nifadev has proven his claim that he
had suffered persecution by reason of his Russian ethnicity at the hands of the security and regular police of Uzbekistan. The
Court vacated the decision of the Board of Immigration Appeals (BIA) in Washington, D.C. which had denied Mr. Nifadev asylum,
and the Court remanded the case with additional instructions to the United States Attorney General, including that the BIA should
determine whether the BIA should also reconsider its denial of Nifadev’s application for withholding of removal and protection
under Convention Against Torture (abbreviated CAT for Convention Against Torture And Other Cruel, Inhuman or Degrading
Treatment or Punishment of the United Nations) in light of the opinion of the Court. The Sixth Circuit opinion essentially and
explicitly held that "[b]ecause the IJ [Immigration Judge] appears to have erred in her determination that Nifadev did not suffer
past persecution and because the IJ clearly misinterpreted Nifadev’s credible testimony regarding the ethnic animus of the
Uzbekistan security officials, we find that Nifadev has made out a credible case of being a refugee under the definitions of
8 U.S.C. § 1158(b)(1)(A)." [Emphasis added]. The United States Immigration Court in Cleveland, Ohio, had initially
found Mr. Nifadev and his witnesses to be credible but declined to grant asylum because it erroneously determined that

| A Little Secret of the Electoral College. For a while now, a debate has been raging about the Electoral College. In this century two presidents have entered office after they had lost the popular vote count - in 2000 and 2016. Why do we need the Electoral College override when we have the popular vote count? The conventional wisdom for keeping the winner-takes-all Electoral College is to balance the political power between the smaller and larger states. We need a better understanding of the Electoral College. The Electoral College only comes every 4 years when we elect the president. It is simply the total number of elected representatives to the United States Legislature, also called the Congress. Now Congress has 100 senators (fixed to 2 per state) and 435 members of the House of Representatives (depends on the population in the 50 states and allocated proportionally to the states) for a total of 535 . This is also the number of electoral votes. A candidate with more electoral votes becomes the next president. While the number of Senators is fixed, the number of Representatives varies by the U. S. Census every 10 years. This counting method is written into our Constitution, Article 1 Section 2 Clause 3: Representatives and direct Taxes shall be apportioned among the several States which may be included within this Union, according to their respective Numbers, which shall be determined by adding to the whole Number of free Persons, including those bound to Service for a Term of Years, and excluding Indians not taxed, three fifths of all other Persons. It is no secret historically that enslaved people counted towards the Electoral but first discounted to 3/5 of the free persons. Also, enslaved persons could not vote until Constitutional Amendments passed after the Civil War. “Free voters” in the slave states had their votes magnified by the enslaved people. Cold comfort to note that all women also could not vote until 19th Amendment of 1920 and men had their votes engorged by the women. Today when the census numbers are tallied, it will include all persons in the United States – citizens and non-citizens. The count become the Electoral College. Much scrutiny is given to ensure only citizens get to vote towards the popular count. But what about the Electoral College? The outgoing administration has been trying to count out of the census undocumented immigrants. The Presidential Memorandum on Excluding Illegal Aliens From the Apportionment Base Following the 2020 Census is now before the U. S. Supreme Court. The amazing secret is that the census also counts other non-citizens such as lawful permanent residents who have Green Cards and other temporary immigrants who entered with documents such a work visas and student visas. Under the Constitution, all free Persons including those bound to Service for a Term of Years" (what does this clause mean?) other than Indians not taxed (what does this mean?)" are to be counted for apportionment. Our present notions of citizenship was unknown to the drafters when the Nation was young, and under-populated and there was open immigration. The only distinction known to the revolutionary patriarchs were free Persons, slaves, women and Indians not taxed. Currently, there are as many if not slightly more documented non-citizens than the 12 million undocumented immigrants - together to total 24 million or more. They easily add up to more the 3/5 of 10% of the population of this Nation! The thing to do is not exclude them from being counted in the census, as tehy are ti be counted under the Constitution, but to not count them when electing a President of the United States. The popular vote strictly reflects the votes cast only the U. S. Citizens as there historically been strict verification for eligibility to vote, that is U.S. Citizenship. The Electoral College does not but uses numbers from the U. S. Census that include more than U. S. Citizens. Should the Electoral College be abolished? Charleston C. K. Wang, December 1, 2020. Updated January 25, 2021. P.S. On November 29, 2020, President Trump's attempt to exclude undocumented immigrants from reapportionment was accepted for argument in the United States Supreme Court. On December 18, 2020, the Court in an unsigned decision said that “judicial resolution of this dispute is premature,” because “at present, this case is riddled with contingencies and speculation that impede judicial review." Once again, it is best not to exclude them from being counted and to elect the next President of the United States by the popular vote from only U. S. Citizens. |

WE MUST RESTORE RESPECT FOR AND CONFIDENCE IN OUR COURTS
At this juncture of our Nation’s history, perhaps the most urgent and largely overlooked need is the need to restore respect for
and confidence in our judiciary. Our courts, that third branch of our government, are vital to the proper functioning of a
checked and balanced democracy. During the last four years, respect for the courts have been eroded from many sides.
The most blatant and latest example is the recent refusal to accept the findings of many courts at all levels of a fair presidential
election, one that is free of major voting irregularity. By a recent count 62 lawsuits had been filed in various state and federal
courts alleging a “rigged” or “stolen” election, but the judges in 61 of the cases have found the voting to be fair and reliable.
Only one court in Pennsylvania ordered the recheck of voter IDs to cure any alleged defects. Yet the messaging of a rigged and
stolen election continued after the courts have upheld the integrity of the election process based on the evidence presented.
This deliberate refusal to respect the impartial and apolitical judgment of the courts directly led to the attack on the United States
Congress, our first branch of government, resulting in destruction of property and loss of life.
Since the days of partisan driven dispute between William Marbury and James Madison, the courts have labored to protect our
democracy and enhance our liberties by resolving disputes at all levels using the rule of law and application of reason. The
fundamental benefit is that major arguments and dangerous disagreements are settled without final recourse to armed force.
Our system of constitutional government entrusts the judiciary to stay above the political pushing and shoving to render
judgments that transcend the political divide. Indeed, the judiciary is the last recourse for persons without political power. While
judgments sometimes are imperfect, and inevitably not all parties can be satisfied, our social contract advises us to accept a
judge’s decision and we must remind ourselves that this the why we went to the court in the first place.
In a nation that is founded on rugged individualism and reasoned revolution, there will be occasions when we are bedeviled by
thoughts of taking the law from the courts and into our own hands. The consequences are always dire, tragic and regrettable.
In the final analysis, it falls upon each and everyone of us to maintain confidence in and respect for our judges and Justices of
the third branch of our constitutional government.

| BLM BLM = Black Lives Matter. This is a true and valid statement which all people should be able to accept and support. Some people may unconsciously read BLM as ONLY Black Lives Matter. BLM does not say that - it only says Black Lives Matter. Of course, yellow lives matter, and brown lives, and white lives .... in the final analysis .... all lives matter. BLM does NOT say these other lives do not matter - the best of us may read more than what BLM says because of our own subconscious biases, or some other unfounded insecurity. Of course, Black Lives Matter. Until we can grow beyond seeing the color on the surface of people’s skin, and behaving differently just because of a person’s "color," Black Lives Matter. Black people have been killed by police for trifle offenses or for no offense at all. If the offense was so trifle that, if it were committed by a White person, it would have been overlooked or punished very lightly. But some cops were conditioned and ready to use deadly force against Black people regardless. This culture must change. It is very tricky and delicate to discuss but in general, Asian Americans (the Yellow people) are less likely to confront or resist cops if we encounter them. Most of Asian Americans are obedient to the authority, while African Americans tend to run away from or resist against cops. Is it based on the culture of Black people or their social conditioning due to the history of oppression? Have you seen any scholarly analysis on this point? A Message For Palm Sunday & Holy Week from Christ Church Cathedral
In a short time, we arrive at Palm Sunday and begin the journey through Holy Week. Our liturgies and prayers all point us to repentance and also to the Cross. And this is as it should be.
We all fall short. Only God is perfect.
Our own imperfections have been made painfully aware in recent days. The statements from the Vatican concerning the blessing of same gender unions caused much pain in our own
community. They run counter to the theology and teaching and practice of The Episcopal Church and this Cathedral, and our own journey to establish a beloved community on earth as it is
in heaven.
This was followed by the murder of innocent people of Asian origin and descent, and, once again, the truth that racism is alive and well in our country. The truly awful consequences are in
total conflict with God's plan for God's people, the theology and teachings of The Episcopal Church, and this Cathedral ... another truly painful reminder that the forces of evil that rebel
against God have not surrendered.
In the midst of this, we in The Episcopal Church and at Christ Church Cathedral try as best we can to offer an alternative path, one where "all are welcome," where diversity is not only
celebrated, it is claimed as part of God's promise for a better world. And part of me, and perhaps you, wants to shout "Come to our Church ... We are different."
But the truth is we are not. We all fall short. Only God is perfect. And our call to follow Jesus remains, because if any one of us tried to lead, it would be a mess. God so loved the world and
sent his Son not because we know where we are going, but because we get lost ... again and again and again. And we still, as a denomination and as a Cathedral, have work to do. We can
claim great victories over injustice and evil. Yes. But our journey continues, and so does the struggle to reach the kingdom Jesus proclaimed.
So as we move towards Palm Sunday, let us all remember that it is not ourselves that we proclaim, it is Christ Jesus who alone gives us the confidence to continue on the path, and the
confidence to invite others to join us, as we seek and serve Christ in all people, and proclaim the dignity of every human being.
Please join us in the days leading up to our Easter celebration either in person or online as we give Glory to God, whose power working in us can do infinitely more than we can ask for or
imagine.
Glory to God from generation to generation in the Church and in Christ Jesus for ever and ever. Ephesians 3:20
